Is this Egyptian religious adviser correct when he says Muslims are free to change their religion?

It's very difficult for me to believe. Egypt does not have the best record for allowing for freedom of religion. I wouldn't be surprised if in practice changing religions in Egypt would actually be punishible by imprisonment or even death, like in other Muslim countries.
